QUESTION How to add nag screen "PHP Update Request"

Hello

I know this is not a good thing to mention but I have a site that has issues with PHP 7 I added the plugin disable admin notice but it doesnt seem to hide this. A friend doesnt want to upgrade nor change his theme. I have advised him on security issues but he doesnt like that nag.
